Wilfred Asomani 0590eadc17 satellite/{db,console,billing}: fix legal/violation freeze ... This change fixes the behavior of legal freeze; it now does not allow lists and deletes for users in that freeze. It also fixes an issue where users who have been legal/violation frozen will have their limits upgraded, partially exiting freeze status when they pay with STORJ tokens.
