This change fixes the behavior of legal freeze; it now does not allow
lists and deletes for users in that freeze. It also fixes an issue
where users who have been legal/violation frozen will have their limits
upgraded, partially exiting freeze status when they pay with STORJ
tokens.

This change wraps account freeze code in DB transactions to prevent
freeze inconsistencies resulting from errors that happen in the process

Currently, pending invoice payments that are made using a users token
balance can get stuck in a pending state if the invoice is not able
to be paid appropriately in stripe. This change addresses these stuck
token invoice payments by attempting to transition them to failed
if the invoice cannot be paid.

Implementing https://github.com/storj/storj/issues/5702 means adding a
bonus billing transaction for each storjscan transaction being recorded.
To do this idempotently, we need to the ability to for both the
storjscan and bonus transaction to be committed together.
This change updates the billing database to allow multiple billing
transactions to be inserted under the same database transaction.

When there is no wallet in the database for a particular customer
return 404 http response status code instread of internal server error.

Removed batch insert of payments since they do not guarantee order. Order of payments sent to the payments DB is important, because the billing chore will request new payments based on the last received payment. If the last payment inserted is not the last payment received, duplicate payments will be inserted into the billing table.

Add billing DB to the satellite. This DB will hold all transactions on the users account and can be used to compute the users current usable account balance.
