* define irreparable inspector protobuf

* add IrreparableDB method GetLimited

* fill out irreparable inspector API

* add IrreparableInspector server to satellite, fix small error

* refactor IrreparableDB to use pb.IrreparableSegment instead of irreparable.RemoteSegmentInfo
