Cameron 1743a72f21 cmd/partnerid-to-useragent-migration: parallelize tests, use db test migration method 
Use satellite.DB method TestingMigrateToLatest instead of
MigrateToLatest. TestingMigrateToLatest is much faster.

Also, run package tests in parallel.
