Michał Niewrzał 512d0d61fb satellite/metrics: speedup test
Metrics observer is joining loop only for monitoring
and because of that it waits until non-monitoring
observer will join loop.
That was causing some delays in tests. To fix that
we are triggering non-monitoring observer manually.
