It's quite straightforward change, and AFAIK graceful exit will be decommissioned very soon.
Therefore I didn't create big unit tests, yet. But I can be convinced to invest more time.

This code is essentially replacement for eestream.CalcPieceSize. To call
eestream.CalcPieceSize we need eestream.RedundancyStrategy which is not
trivial to get as it requires infectious.FEC. For example infectious.FEC
creation is visible on GE loop observer CPU profile because we were
doing this for each segment in DB.
New method was added to storj.Redundancy and here we are just wiring it
with metabase Segment.

Our DB support in storj/private was updated to enable basic context
support for executing SQL queries. This change requires some small
adjustments as not all parts were working correctly.

When an api server is processing a graceful exit (node is connected and
getting lists of pieces to transfer), and the api server is shut down,
it was incorrectly marking all pending graceful exits as complete. The
GE then either passed or failed depending on the ratio of successfully
transferred pieces to unsuccessful pieces. In at least one case, _no_
pieces were transferred at all before the GE was marked a success.

Remove the logic associated to the old transfer queue.
A new transfer queue (gracefulexit_segment_transfer_queue) has been created for migration to segmentLoop.
Transfers from the old queue were not moved to the new queue.
Instead, it was still used for nodes which have initiated graceful exit before migration.
There is no such node left, so we can remove all this logic.
In a next step, we will drop the table.

For being able to use the segment metainfo loop, graceful exit transfers have to include the segment stream_id/position instead of the path. For this, we created a new table graceful_exit_segment_transfer_queue that will replace the graceful_exit_transfer_queue. The table has been created in a previous migration and made accessible through graceful exit db in another one.
This changes makes graceful exit enqueue transfer items for new exiting nodes in the new table.

Currently the interface is not useful. When we need to vary the
implementation for testing purposes we can introduce a local interface
for the service/chore that needs it, rather than using the large api.
Unfortunately, this requires adding a cleanup callback for tests, there
might be a better solution to this problem.

metabase has become a central concept and it's more suitable for it to
be directly nested under satellite rather than being part of metainfo.
metainfo is going to be the "endpoint" logic for handling requests.

At some point we might try to change original segment RS values and set Pieces according to the new values. This change adds add NewRedundancy parameter for UpdateSegmentPieces method to give ability to do that. As a part of change NewPieces are validated against NewRedundancy.

This enables the transfer of pieces from an on-going multipart upload.
Tests are also modified to take into account pending multipart uploads.

We now have the piece hashes verified for all segments on all production
satellites. We can remove the code that handles the case where piece
hashes are not verified. This would make easier the migration of
services from PointerDB to the new metabase.
For consistency, PieceHashesVerified is still set to true in PointerDB
for new segments.

We are unifying which name (and type) we are using for value we are
using to point to segment. We want to use `key` instead of `path`.
Dedicated type `metabase.SegmentKey` was created for this purposes also.
This change is doing refactoring around gracefulexit.

On satellite, remove all references to free_bandwidth column in nodes table.
On storage node, remove references to AllocatedBandwidth and MinimumBandwidth and mark as deprecated.
Protobuf message, NodeCapacity, is left intact for backwards compatibility.
Once this is released to all satellites, we can drop the column from the DB.

Currently SNs report their free disk space once per hour. If a node
becomes full, it has to wait until the next contact cycle begins to
report; all the while receiving and failing upload requests. By increasing
the minimum required disk space, we can give the storage nodes more time
to report their space before the completely fill up. This change goes
hand-in-hand with another change we want to implement: trigger capacity
report on SN immediately upon falling below threshold.

paths are organized as follows:
project_id/segment_index/bucket_name/encrypted_key
so by picking parts[0] and parts[1], we were using the segment
index instead of the bucket name, causing bandwidth to be
accounted for incorrectly. additionally, we were using the
PUT action instead of the PUT_GRACEFUL_EXIT action, causing
the data to be charged incorrectly. we use PUT_REPAIR for
now because nodes won't accept uploads with PUT_GRACEFUL_EXIT
and our tables need migrations to handle rollups with it.

Disqualifies a node when the node fails to complete a graceful
exit.
Adds a new DisqualifyNode method to the overlay cache, since there
wasn't an existing method to disqualify a node but do nothing else
to its stats.
Adds checks to existing tests to make sure that a storage node that
fails a graceful exit is marked as disqualified in the overlay
cache.

Adds check to see if storage nodes are eligible to initiate
graceful exit, by checking their CreatedAt date and seeing if
their "age" is greater than the new config value:
