We will be needing an infrequent chore to check which nodes are in the
reverify queue and synchronize that set with the 'contained' field in
the nodes db, since it is easily possible for them to get out of sync.
(We can't require that the reverification queue table be in the same
database as the nodes table, so maintaining consistency with SQL
transactions is out. Plus, even if they were in the same database, using
such SQL transactions to maintain consistency would be slow and
unwieldy.)
This commit adds a method to the class representing the reverify queue
in the database, allowing us to get the list of every node that has at
least one record in the reverification queue.

Now that all the reverification changes have been made and the old code
is out of the way, this commit renames the new things back to the old
names. Mostly, this involves renaming "newContainment" to "containment"
or "NewContainment" to "Containment", but there are a few other renames
that have been promised and are carried out here.

The Reporter is responsible for processing results from auditing
operations, logging the results, disqualifying nodes that reached
the maximum reverification count, and passing the results on to
the reputation system.
In this commit, we extend the Reporter so that it knows how to process
the results of piecewise reverification audits.
We also change most reporter-related tests so that reverifications
happen as piecewise reverification audits, exercising the new code.
Note that piecewise reverification audits are not yet being done outside
of tests. In a later commit, we will switch from doing segmentwise
reverifications to piecewise reverifications, as part of the
audit-scaling effort.

NewContainment will replace Containment later in this commit chain, but
for now it is not yet being used.
NewContainment will allow a node to be contained for multiple pending
reverify jobs at a time. It is implemented by way of the reverify queue.

Currently, pending audit is finding segment by segment location
(path) because we want to move audit to segmentloop and we will
have only StreamID and Position we need to add columns for those
fields. Altering existing table can cause issues while
migration and deployment. Cleaner choise is to make new table.
This change contains migration with new segment_pending_audit
table that will replace pending_audits table and adjustments
to use new table in the code.
Table pending_audits will be dropped with next release.

metabase has become a central concept and it's more suitable for it to
be directly nested under satellite rather than being part of metainfo.
metainfo is going to be the "endpoint" logic for handling requests.

Since we increased the number of concurrent audit workers to two, there are going
to be instances of a single node being audited simultaneously for different segments.
If the node times out for both, we will try to write them both to the pending audits
table, and the second will return an error since the path is not the same as what
already exists. Since with concurrent workers this is expected, we will log the
occurrence rather than return an error.
Since the release default audit concurrency is 2, update testplanet default to run with
concurrent workers as well.

Transactions in our code that might need to work against CockroachDB
need to be retried in the event of a retryable error. The transaction
helper functions in dbutil do that automatically. I am changing this
code to use those helpers instead.

Backstory: I needed a better way to pass around information about the
underlying driver and implementation to all the various db-using things
in satellitedb (at least until some new "cockroach driver" support makes
it to DBX). After hitting a few dead ends, I decided I wanted to have a
type that could act like a *dbx.DB but which would also carry
information about the implementation, etc. Then I could pass around that
type to all the things in satellitedb that previously wanted *dbx.DB.
But then I realized that *satellitedb.DB was, essentially, exactly that
already.
One thing that might have kept *satellitedb.DB from being directly
usable was that embedding a *dbx.DB inside it would make a lot of dbx
methods publicly available on a *satellitedb.DB instance that previously
were nicely encapsulated and hidden. But after a quick look, I realized
that _nothing_ outside of satellite/satellitedb even needs to use
satellitedb.DB at all. It didn't even need to be exported, except for
some trivially-replaceable code in migrate_postgres_test.go. And once
I made it unexported, any concerns about exposing new methods on it were
entirely moot.
So I have here changed the exported *satellitedb.DB type into the
unexported *satellitedb.satelliteDB type, and I have changed all the
places here that wanted raw dbx.DB handles to use this new type instead.
Now they can just take a gander at the implementation member on it and
know all they need to know about the underlying database.
This will make it possible for some other pending code here to
differentiate between postgres and cockroach backends.
