Also ignore coverage folder for linting. I had to add a new
.stylelintignore file, because ignoreFiles property was not properly
working.

web/: enable more vue eslint rules

Fixes two things:
All button tags must have type field specified, otherwise it defaults to
submit, which is mostly not correct for our site.
Disallows unused refs.
