paul cannon	4d2881b711	satellite/satellitedb: return latest coupon time as UTC ... it doesn't necessarily _have_ to be UTC; the time is correct as returned either way, but this will make it a little less prone to variance. also, there is a test that depends on the time being returned in UTC.
