This change adds request IDs to requests, logs them as part of audit
logs and sends to the client on error. This is to improve debugging
of customer issues.

This change causes rate limiting errors to be returned to the client
as JSON objects rather than plain text to prevent the satellite UI from
encountering issues when trying to parse them.
