Previously we were exposing the testing facilities via interface casting
the necessary parts, however, when things are not part of the main
satellite.DB interface they need to be manually propagated. Rather than
relying on using hidden methods lets expose things as long as they don't
create a direct dependency to the database driver.

Now that all the reverification changes have been made and the old code
is out of the way, this commit renames the new things back to the old
names. Mostly, this involves renaming "newContainment" to "containment"
or "NewContainment" to "Containment", but there are a few other renames
that have been promised and are carried out here.

Adding this entry means that the database accessed as "reverifyqueue"
(`(*satelliteDBCollection).ReverifyQueue()`) can be located on a
different database host from the other databases, and things should
still work. There aren't any queries that do a JOIN on tables from
reverifyQueue and other things in satellitedb, for example.
This should really have been put here earlier, when reverifyqueue was
first added, but it's ok. This won't have any bearing on things until we
need to deploy to prod.

NewContainment will replace Containment later in this commit chain, but
for now it is not yet being used.
NewContainment will allow a node to be contained for multiple pending
reverify jobs at a time. It is implemented by way of the reverify queue.

As part of the effort of splitting out the auditor workers to their own
process, we are transitioning the communication between the auditor
chore and the verification workers to a queue implemented in the
database, rather than the sequence of in-memory queues we used to use.
This logical database is safely partitionable from the rest of
satelliteDB.

Since the auditor will be moving to a different process from the
metainfo loop, we need a way of communicating which segments have
been chosen for audit. This queue will be that communication, for now.

* Mark node events table as "safely partitionable", meaning that it
is/will not be queried relationally along with other tables. This way,
we can safely use this table in Postgres rather than CockroachDB,
where most of our other satellite tables are running.
* Add a dbx-generated delete function to the node events table, to allow
us to easily delete entries created before a provided time. This
allows us to keep the table clean, since there is no need to persist
entries after emails have been sent.

Implement node events DB with Insert and GetLatestByEmailAndEvent. Get
was changed to GetLatestByEmailAndEvent so we can verify items are being
inserted into the table without needing the ID, which is not available
to us in the tests.

based storagenode contact code. This is a tool to clean up these nodes.
Delete with batch-size 1k seems to take ~400ms on local CockroachDB.

Add billing DB to the satellite. This DB will hold all transactions on the users account and can be used to compute the users current usable account balance.

Add storjscan wallets DB to the satellite. For now this DB is a one to one mapping of the users account to a storjscan wallet that can be used by the account holder to make payments on their Storj account.

This PR implements reputation store and replace overlay in audit service
to use such store for storing node's audit stats.
In order to keep the changeset smaller, most of the changes in this PR is for copying audit logic in overlay to
reputation package. In a following PR, the duplicating code will be
removed from overlay.

Currently we were duplicating code for AS OF SYSTEM TIME in several
places. This replaces the code with using a method on
dbutil.Implementation.
As a consequence it's more useful to use a shorter name for
implementation - 'impl' should be sufficiently clear in the context.
Similarly, using AsOfSystemInterval and AsOfSystemTime to distinguish
between the two modes is useful and slightly shorter without causing
confusion.

Use the 'AS OF SYSTEM TIME' Cockroach DB clause for the Graceful Exit
(a.k.a GE) queries that count the delete the GE queue items of nodes
which have already exited the network.
Split the subquery used for deleting all the transfer queue items of
nodes which has exited when CRDB is used and batch the queries because
CRDB struggles when executing in a single query unlike Postgres.
The new test which has been added to this commit to verify the CRDB
batch logic for deleting all the transfer queue items of the exited
nodes has raised that the Enqueue method has to run in baches when CRDB
is used otherwise CRDB has return the error "driver: bad connection"
when a big a amount of items are passed to be enqueued. This error
didn't happen with the current test implementation it was with an
initial one that it was creating a big amount of exited nodes and
transfer queue items for those nodes.

Initially there were pkg and private packages, however for all practical
purposes there's no significant difference between them. It's clearer to
have a single private package - and when we do get a specific
abstraction that needs to be reused, we can move it to storj.io/common
or storj.io/private.

Pregenerate the database schema we should use for most tests.
Currently, Cockroach is slow with regards to migration and it's
better if it happens in as few transactions as possible.
This reduces test time from ~21min to ~15min.

Delete satellite order methods and DB tables which aren't used anymore
after we have done a refactoring on the orders to stuck bucket
information in the orders' encrypted metadata.
There are also configuration parameters and a satellite chore that
aren't needed anymore after the orders refactoring.

Query nodes table using AS OF SYSTEM TIME '-10s' (by default) when on CRDB to alleviate contention on the nodes table and minimize CRDB retries. Queries for standard uploads are already cached, and node lookups for graceful exit uploads has retry logic so it isn't necessary for the nodes returned to be current.
We are no longer planning on implementing downtime penalization using
the method described in
docs/blueprints/archive/storage-node-downtime-tracking-deprecated.md.
Now, we are implementing the design described in
docs/blueprints/storage-node-downtime-tracking-with-audits.md.
This change removes the downtime estimation chores from the satellite
core as well as the package satellite/downtime. A future change will
remove the database table.

This system tracks an abstract "api version" from nodes based on
their usage, allowing us to have latching behavior where if a node
ever uses a new api, it can be blocked from using the old api.
This is better than using self-reported semver version information
because the node cannot lie, there's no confusion about what semver
version implies which features, no questions about dev and ci
environments, and no dependencies between reporting the version
and using the new api.

this commit introduces the reported_serials table. its purpose is
to allow for blind writes into it as nodes report in so that we have
minimal contention. in order to continue to accurately account for
used bandwidth, though, we cannot immediately add the settled amount.
if we did, we would have to give up on blind writes.
the table's primary key is structured precisely so that we can quickly
find expired orders and so that we maximally benefit from rocksdb
path prefix compression. we do this by rounding the expires at time
forward to the next day, effectively giving us storagenode petnames
for free. and since there's no secondary index or foreign key
constraints, this design should use significantly less space than
the current used_serials table while also reducing contention.
after inserting the orders into the table, we have a chore that
periodically consumes all of the expired orders in it and inserts
them into the existing rollups tables. this is as if we changed
the nodes to report as the order expired rather than as soon as
possible, so the belief in correctness of the refactor is higher.
since we are able to process large batches of orders (typically
a day's worth), we can use the code to maximally batch inserts into
the rollup tables to make inserts as friendly as possible to
cockroach.
