Exposes functionality to get and update project segment
limit. It will be used to limit number of segments per project
while uploading object.

Even though we want to start charging segment fee instead of object fee,
it's hard for users to understand what a segment is. This PR adds the
object count back in the UI alongside with segment count to help address
the issue.

Populate the egress_dead column for taking into account allocated bandwidth that can be removed because orders have been sent by the storage nodes. The bandwidth not used in these orders can be allocated again.

Bucket tally calculation will be removed from metaloop and will
use metabase objects iterator directly.
At the moment only bucket tally needs objects so it make no sense
to implement separate objects loop.

The previous query was making a full table scan. This modifies code to
do the queries separately on each action. It will probably be slower on
a small table, however there should be a several magnitude boost on
large tables.

We want to calculate bucket tally only from iterating objects.
Object currently has an info about totals for bytes and segments.
We need to adjust tallies to keep those totals. Older entries will
be untouched and code will use totals only if available. Change
is adding columns for totals to bucket_storage_tally table and
is adding general handling for them.
Next step is to start using total columns instead of inline/remote.
This will be done with next change.

Adding AS OF SYSTEM TIME to query that is calculating project bandiwdth.
As an addition method for setting interval is added as test doesn't
work well with default interval.

The redis key associated to bandwidth usage depended on the current month.
This change makes it depends also on the day, so that we update bandwidth usage
daily to take into account changes associated to expired but not used allocated bandwidth.
It also add a test to to check that the allocated but not settled bandwidth is not counted after 2 days.

Replace GetProjectAllocatedBandwidth by GetProjectBandwidth which calculates
used bandwidth from allocated and settled bandwidth recorded in the
project_bandwidth_daily_rollups table.
For each day in the month, if the allocated bandwidth is expired, it uses the
settled bandwidth for computing used bandwidth.

Currently we were duplicating code for AS OF SYSTEM TIME in several
places. This replaces the code with using a method on
dbutil.Implementation.
As a consequence it's more useful to use a shorter name for
implementation - 'impl' should be sufficiently clear in the context.
Similarly, using AsOfSystemInterval and AsOfSystemTime to distinguish
between the two modes is useful and slightly shorter without causing
confusion.

Initially we duplicated the code to avoid large scale changes to
the packages. Now we are past metainfo refactor we can remove the
duplication.

metabase has become a central concept and it's more suitable for it to
be directly nested under satellite rather than being part of metainfo.
metainfo is going to be the "endpoint" logic for handling requests.

instead of only generating invoices for nodes that had some
activity, we generate it for every node so that we can find
and pay terminal nodes that did not meet thresholds before
we recognized them as terminal.

Limit bucket name lookup to date range of the calling methods since we only need distinct bucket names for that time period.
Adds new index and removes an index specific to project ID since it is no longer needed.

storagenode rollups that are older than a given duration
to two new archive tables.

This PR adds the following items:
1) an in-memory read-only cache thats stores project limit info for projectIDs
This cache is stored in-memory since this is expected to be a small amount of data. In this implementation we are only storing in the cache projects that have been accessed. Currently for the largest Satellite (eu-west) there is about 4500 total projects. So storing the storage limit (int64) and the bandwidth limit (int64), this would end up being about 200kb (including the 32 byte project ID) if all 4500 projectIDs were in the cache. So this all fits in memory for the time being. At some point it may not as usage grows, but that seems years out.
The cache is a read only cache. When requests come in to upload/download a file, we will read from the cache what the current limits are for that project. If the cache does not contain the projectID, it will get the info from the database (satellitedb project table), then add it to the cache.
The only time the values in the cache are modified is when either a) the project ID is not in the cache, or b) the item in the cache has expired (default 10mins), then the data gets refreshed out of the database. This occurs by default every 10 mins. This means that if we update the usage limits in the database, that change might not show up in the cache for 10 mins which mean it will not be reflected to limit end users uploading/downloading files for that time period..

Currently we have no way to actually set one
of the following limits to 0 (meaning not usable):
- maxBuckets
- usageLimit
- bandwidthLimit
With having the field nullable,
NULL corresponds to the global default,
0 now actually 0 and
a set value determines a custom limit.

Uses a retain months configuration to determine how many months to save. Current month cannot be removed.

Use the github.com/jackc/pgx postgresql driver in place of
github.com/lib/pq.
Why:
github.com/lib/pq has some problems with error handling and context
cancellations (i.e. it might even issue queries or DML statements more
than once! see https://github.com/lib/pq/issues/939). The
github.com/jackx/pgx library appears not to have these problems, and
also appears to be better engineered and implemented (in particular, it
doesn't use "exceptions by panic"). It should also give us some
performance improvements in some cases, and even more so if we can use
it directly instead of going through the database/sql layer.

The DB query in GetAllocatedBandwidthTotal uses an exclusive range:
'WHERE interval_start > ?'
The value that is used for this condition is the first day of current the month,
00:00:00 UTC.
By using the exclusive '>', we exclude the entire first hour of the month from the
result set.

uuid.UUID implements driver.Value so it can be directly used as a
scannable result.
Replace uses of dbutil.BytesToUUID with uuid.FromBytes.
