Now that we've migrated data we can remove gob handling.

certificate/authorization: add encode as pb
...
gob package is not stable across Go version, let's switch to protobuf
for encoding these. We still need backwards compatibility for the
moment.

certificate/authorization: add golden test for Group marshaling

gob encoding/decoding private keys doesn't work in Go 1.19.
First let's add golden tests to ensure that the fix will work.
