When we do `satellite run api --placement '...'`, the placement rules are not parsed well.
The problem is based on `viper.AllSettings()`, and the main logic is sg. like this (from a new unit test):

All settings evaluates the placement rules in `ConfigurablePlacementRules` and stores the string representation.
The problem is that we don't have proper `String()` implementation (it prints out the structs instead of the original definition.
There are two main solutions for this problem:
1. We can fix the `String()`. When we parse a placement rule, the `String()` method should print out the original definition
2. We can switch to use pure string as configuration parameter, and parse the rules only when required.
I feel that 1 is error prone, we can do it (and in this patch I added a lot of `String()` implementations, but it's hard to be sure that our `String()` logic is inline with the parsing logic.
Therefore I decided to make the configuration value of the placements a string (or a wrapper around string).
That's the main reason why this patch seems to be big, as I updated all the usages.
But the main part is in beginning of the `placement.go` (configuration parsing is not a pflag.Value implementation any more, but a separated step).
And `filter.go`, (a few more String implementation for filters.

We now want these functions to include offline and suspended nodes as
well, so that we can force immediate repair when pieces are out of

Once uppon a time, at the dawn of the implementation of Storj, when all the nodes are read from the database directly, every time.
After a while -- due to performance reasons -- it has been changed for upload and download: where all the nodes are read for a short period of time, and used from memory.
This is the version which was improved recently to support advanced node selections using placement.
But stil we have an old configuration value `service.config.NodeSelectionCache.Disabled`, and the db based implementation: `service.FindStorageNodesWithPreferences(ctx, req, &service.config.Node)`.
For safety, we need to remove this option, to make sure that we use the cache, which has the advanced features.
This patch was supposed to be a very small one (just removing a method and a config: https://review.dev.storj.io/c/storj/storj/+/11074/1/satellite/overlay/service.go), but it turned out that we need to update a lot of unit tests.
These unit tests used the old implementation (which is not used in production any more).
The tests which used both implementation are just updated to use only the new one
The tests which used only the old implementation are refactored (but keeping the test cases).

We use two different Node types in `overlay` and `uploadnodeselection` and converting back and forth.
Using the same object would allow us to use a unified node selection interface everywhere.

Currently we are using KnownUnreliableOrOffline to get missing pieces
for segment repairer (GetMissingPieces). The issue is that now repairer
is looking at more things than just missing pieces (clumped/off
placement pieces).
KnownReliable was refactored to get data (e.g. country, lastNet) about
all reliable nodes from provided list. List is split into online and
offline. This way we will be able to use results from this method to all
checks: missing pieces, clumped pieces, out of placement pieces.
This this first part of changes to handle different kind of pieces in
segment repairer.

Up to now, we have been implementing the DistinctIP preference with code
in two places:
1. On check-in, the last_net is determined by taking the /24 or /64
(in ResolveIPAndNetwork()) and we store it with the node record.
2. On node selection, a preference parameter defines whether to return
results that are distinct on last_net.
It can be observed that we have never yet had the need to switch from
DistinctIP to !DistinctIP, or from !DistinctIP to DistinctIP, on the
same satellite, and we will probably never need to do so in an automated
way. It can also be observed that this arrangement makes tests more
complicated, because we often have to arrange for test nodes to have IP
addresses in different /24 networks (a particular pain on macOS).
Those two considerations, plus some pending work on the repair framework
that will make repair take last_net into consideration, motivate this
change.
With this change, in the #2 place, we will _always_ return results that
are distinct on last_net. We implement the DistinctIP preference, then,
by making the #1 place (ResolveIPAndNetwork()) more flexible. When
DistinctIP is enabled, last_net will be calculated as it was before. But
when DistinctIP is _off_, last_net can be the same as address (IP and
port). That will effectively implement !DistinctIP because every
record will have a distinct last_net already.
As a side effect, this flexibility will allow us to change the rules
about last_net construction arbitrarily. We can do tests where last_net
is set to the source IP, or to a /30 prefix, or a /16 prefix, etc., and
be able to exercise the production logic without requiring a virtual
network bridge.
This change should be safe to make without any migration code, because
all known production satellite deployments use DistinctIP, and the
associated last_net values will not change for them. They will only
change for satellites with !DistinctIP, which are mostly test
deployments that can be recreated trivially. For those satellites which
are both permanent and !DistinctIP, node selection will suddenly start
acting as though DistinctIP is enabled, until the operator runs a single
SQL update "UPDATE nodes SET last_net = last_ip_port". That can be done
either before or after deploying software with this change.
I also assert that this will not hurt performance for production
deployments. It's true that adding the distinct requirement to node
selection makes things a little slower, but the distinct requirement is
already present for all production deployments, and they will see no
change.

This is in response to community feedback that our existing reputation
calculation is too likely to disqualify storage nodes unfairly with
extreme swings up and down.

In brief: changing the lambda and initial-alpha parameters in this way
causes the swings in reputation to be smaller and less likely to put a
node past the disqualification threshold unfairly.
Note: this change will cause a one-time reset of all (non-disqualified)
node reputations, because the new initial alpha value of 1000 is
dramatically different, and the disqualification threshold is going to
be much higher.

This test had an effective config.Reputation.AuditCount = 0, meaning all
nodes that had _any_ positive audit results were considered vetted.
Because of that, only one node in the test setup was "new". And that
node was marked as being in GE, so could not be returned by node
selection.
The reason the tests still worked is because of the node selection rule
that says "if there are no new nodes at all, just get all reputable
nodes to satisfy the request".
This commit makes it so half of the nodes are vetted and half new, which
makes the test somewhat more interesting (and means we aren't
concentrating too much on testing details of behavior when AuditCount is
0).

The original design had a flaw which can potentially cause discrepancy
for nodes reputation status between reputations table and nodes table.
In the event of a failure(network issue, db failure, satellite failure, etc.)
happens between update to reputations table and update to nodes table, data
can be out of sync.
This PR tries to fix above issue by passing through node's reputation from
the beginning of an audit/repair(this data is from nodes table) to the next
update in reputation service. If the updated reputation status from the service
is different from the existing node status, the service will try to update nodes
table. In the case of a failure, the service will be able to try update nodes
table again since it can see the discrepancy of the data. This will allow
both tables to be in-sync eventually.

We are no longer planning on implementing downtime penalization using
the method described in
docs/blueprints/archive/storage-node-downtime-tracking-deprecated.md.
Now, we are implementing the design described in
docs/blueprints/storage-node-downtime-tracking-with-audits.md.
This change removes the downtime estimation chores from the satellite
core as well as the package satellite/downtime. A future change will
remove the database table.

With the new overlay.AuditOutcome type for offline audits, the
IsUp field is redundant. If AuditOutcome != AuditOffline, then
the node is online.
In addition to removing the field itself, other changes needed
to be made regarding the relationship between 'uptime' and 'audits'.
Previously, uptime and audit outcome were completely separated. For
example, it was possible to update a node's stats to give it a
successful/failed/unknown audit while simultaneously indicating that
the node was offline by setting IsUp to false. This is no longer possible
under this changeset. Some test which did this have been changed slightly
in order to pass.
Also add new benchmarks for UpdateStats and BatchUpdateStats with different
audit outcomes.

Additionally, this PR changes NewNodeFraction devDefault and testplanet config from 0.05 to 1.
This is because many tests relied on selecting nodes that were reputable based on audit and uptime
counts of 0, in effect, selecting new nodes as reputable ones.
However, since reputation is now indicated by a vetted_at db field that is explicitly set
rather than implied by audit and uptime counts, it would be more complicated to try to
update all of the nodes' reputations before selecting nodes for tests.
Now we just allow all test nodes to be new if needed.

When a node's audit history "online score" passes below a configured
threshold, the node goes into "offline suspension" mode and begins a
review period, where the operator is given an opportunity to bring their
node back online.
After the review period passes, offline suspension is turned off for the
node.
In the future, if a node still has a bad online score at the end of the
review period, it will be disqualified. This is disabled right now.
In the future, if a node is in offline suspension, it will be treated as
"unhealthy". Right now, there are no consequences for being in offline
suspension.
Minor changes:
* Moves AuditHistoryConfig out of UpdateStats/BatchUpdateStats args and
into UpdateRequest.
* Adds "now" argument to UpdateStats/BatchUpdateStats args for easy
testing.
* Changes formatting strings inside buildUpdateStatement to use specific
types.

What: As soon as a node passes the vetting criteria (total_audit_count and total_uptime_count
are greater than the configured thresholds), we set vetted_at to the current timestamp.
Why: We may want to use this timestamp in future development to select new vs vetted nodes.
It also allows flexibility in node vetting experiments and allows for better metrics around
vetting times.
Please describe the tests: satellitedb_test: TestUpdateStats and TestBatchUpdateStats make sure vetted_at is set appropriately
Please describe the performance impact: This change does add extra logic to BatchUpdateStats and UpdateStats and
commits another variable to the db (vetted_at), but this should be negligible.

My understanding is that the nodes table has the following fields:
- `address` field which can be a hostname or an IP
- `last_net` field that is the /24 subnet of the IP resolved from the address
This PR does the following:
1) add back the `last_ip` field to the nodes table
2) for uplink operations remove the calls that the satellite makes to `lookupNodeAddress` (which makes the DNS calls to resolve the IP from the hostname) and instead use the data stored in the nodes table `last_ip` field. This means that the IP that the satellite sends to the uplink for the storage nodes could be approx 1 hr stale. In the short term this is fine, next we will be adding changes so that the storage node pushes any IP changes to the satellite in real time.
3) use the address field for repair and audit since we want them to still make DNS calls to confirm the IP is up to date
4) try to reduce confusion about hostname, ip, subnet, and address in the code base

On satellite, remove all references to free_bandwidth column in nodes table.
On storage node, remove references to AllocatedBandwidth and MinimumBandwidth and mark as deprecated.
Protobuf message, NodeCapacity, is left intact for backwards compatibility.
Once this is released to all satellites, we can drop the column from the DB.

Curently, storage nodes only report their capacity to satellites
once per hour. If a node fills up, it will fail all uploads until
the next contact cycle begins. With these changes, at the end of an
upload we check whether the MinimumDiskSpace threshold has been
passed. If so, trigger the monitor chore to update the node's
capacity, then trigger the contact chore to report the new
capacity to the satellites

Currently SNs report their free disk space once per hour. If a node
becomes full, it has to wait until the next contact cycle begins to
report; all the while receiving and failing upload requests. By increasing
the minimum required disk space, we can give the storage nodes more time
to report their space before the completely fill up. This change goes
hand-in-hand with another change we want to implement: trigger capacity
report on SN immediately upon falling below threshold.

Adds ExcludedIPs to the NodeCriteria for selecting new storage
nodes. Previously, ExcludedIPs was only added to the NodeCriteria
for selecting reputable storage nodes. Now that both are included
in the FindStorageNodesWithPreferences call, it should no longer
be possible to repair pieces to nodes that are on the same IP as
nodes already storing pieces from that segment.
Adds TestSelectNewStorageNodesExcludedIPs to make sure that
SelectNewStorageNodes returns nodes with different IP addresses.
