For some reason very small interval for chore is causing
very long execution time for Pause() method and that was
the reason why a simple test was slow.

Metrics observer is joining loop only for monitoring
and because of that it waits until non-monitoring
observer will join loop.
That was causing some delays in tests. To fix that
we are triggering non-monitoring observer manually.

During metainfo refactor we disabled some validation as it was designed to validate pointer. Now part of this validation is restored. This is first part.

We have multipart objects so we may get multiple inline segments
sequences or no segments at all for objects.

With this change RS configuration will be set on satellite. Uplink with
get RS values with BeginObject request and will use it. For backward
compatibility and to avoid super large change redundancy scheme stored
with bucket is not touched. This can be done in future.

Remove direct dependency on uplink.RSConfig, this simplifies
moving the config file without introducing weird dependencies.
