satellite/orders: Fix doc comments
Enhance the documentation of the UseSerialNumber method (interface and implementation) and add several missing dots in doc comments of the methods of the same interface and implementation. Change-Id: I792cd344f0d2542e060fa2ec288b71231cae69de
