scx_bpfland: adjust default time slice to 5ms
Reduce the default time slice down to 5ms for a faster reaction and system responsiveness when the system is overcomissioned. This also helps to provide a more predictable level of performance. Signed-off-by: Andrea Righi <andrea.righi@canonical.com>
