Fredrik Lönnegren f155966b77 scx_rusty: init domains when calculating averages 
The domains are added to the aggregator when load is added (and
duty_cycle is not 0.0f64).

This commit makes sure that all domains are added to the aggregator even
when the calculated duty_cycle is 0.

RUST SCHEDULERS

Introduction

This directory contains schedulers with user space rust components.

The README in each scheduler directory provides some background and describes the types of workloads or scenarios they're designed to accommodate. For more details on any of these schedulers, please see the header comment in their main.rs or *.bpf.c files.
