Sergei Trofimovich 5fb0535e03 libelf: disable parallel installs 
Without the change parallel installs sometimes fails as:

    installing
    install flags: -j16
    bash ./mkinstalldirs ...-libelf-0.8.13/lib/pkgconfig
    making install in lib
