hostapd: Add noscan mode.
Applies OpenWRT's noscan patch to hostapd and the relevant option to
the hostapd module.

This noscan patch adds a new `noscan` option allowing us to create
some overlapping BSSs in HT40+/- mode.

Note: this option is disabled by default, we leave this up to the end
user whether it should be enabled or not.

Not being able to create those overlapping BSSs is basically
preventing us to use 802.11n in any urban area where chances to
overlap with another SSID are extremely high.

The patch we are using is a courtesy of the openwrt team and is
applied to the defaul hostapd package in both OpenWRT and Archlinux.

nixos/hostapd: escape interface names for hostapd
Same problem as described in acbadcdbba.

When using multiple interfaces for wifi with `networking.wlanInterfaces`
and the interface for `hostapd` contains a dash, this will fail as
systemd escapes dashes in its device names.

725fcdef3f Fix hostapd's place in systemd dependency tree. (#45464)
* nat/bind/dhcp.service:
  Remove. Those services have nothing to do with a link-level service.

* sys-subsystem-net-devices-${if}.device:
  Add as BindsTo dependency as this will make hostapd stop when the
  device is unplugged.

* network-link-${if}.service:
  Add hostapd as dependency for this service via requiredBy clause,
  so that the network link is only considered to be established
  only after hostapd has started.

* network.target:
  Remove this from wantedBy clause as this is already implied from
  dependencies stacked above hostapd. And if it's not implied than
  starting hostapd is not required for this particular network
  configuration.

29027fd1e1 Rewrite ‘with pkgs.lib’ -> ‘with lib’
Using pkgs.lib on the spine of module evaluation is problematic
because the pkgs argument depends on the result of module
evaluation. To prevent an infinite recursion, pkgs and some of the
modules are evaluated twice, which is inefficient. Using ‘with lib’
prevents this problem.
