fixes#157920.
nuking the references in `magick_config.h` also nuked the references to
the package's own `delegates.mgk`, needed for determining which external
tools to use for handling of e.g. pdf files.
Before this commit we had libxml and freetype development files as part
of the runtime closure of graphicsmagick. Both of these combined added
up to 2MiB. With this commit those references are now gone :-)
The --with-frozenpaths is something that we already set
unconditionally for imagemagick and imagemagick7. Without it
graphicsmagick may not be able to find its runtime dependencies.
This reverts commit c778945806.
I believe this is exactly what brings the staging branch into
the right shape after the last merge from master (through staging-next);
otherwise part of staging changes would be lost
(due to being already reachable from master but reverted).

Made octave link with graphicsmagick to get imread() working.
Nevertheless, imread does not work, because of some problems between octave and latest versions of graphicsmagick: http://www-old.cae.wisc.edu/pipermail/octave-maintainers/2010-February/015295.html
Next to do: add an older version of graphics magick for octave.
