treewide: with stdenv.lib; in meta -> with lib;

meta = with stdenv.lib;
is a widely used pattern. We want to slowly remove
the `stdenv.lib` indirection and encourage people
to use `lib` directly. Thus let’s start with the meta
field.
This used a rewriting script to mostly automatically
replace all occurances of this pattern, and add the
`lib` argument to the package header if it doesn’t
exist yet.

fix two typos in "substituteInPlace" that should never landed
...
I am not sure how these two could ever work but at least the typo is
fixed now. They still fail to compile but that is a different issue.

treewide: use gnu toolchain for avr/arm-embedded

These packages should in theory work with our GCC toolchains, but
there are some definite breakages that need to be tracked down.
Comparing output of these to old gcc-arm-embedded is important.
Affected packages include:

directories. This helps reduce clutter in the main trees.
