continuation of #109595
pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.

Some of the original URLs were broken now.
It seems that set of mirrors is preferred and faster than the others.
In the x264 case the source isn't there so http://download.videolan.org
is used instead.
* Updated libdvdnav/libdvdread to latest versions
* Removed libdvdnav patches since they have been incorporated into the
latest release
* Added `--enable-dvdnav` configure flag to VLC to ensure that if this
happens again VLC will fail to build
* VLC: updated to 0.9.8a. It now uses Qt for the GUI, which looks a
lot better than the wxWidgets one.
* libdvdread, libdvdnav: updated to 4.1.3.
* ffmpeg: updated to 0.5 (a new release!). Got rid of the SVN
version, which shouldn't be necessary anymore.

URLs to http://nix.cs.uu.nl/dist/tarballs. With content-addressable
mirror support (r9190, NIXPKGS-70) this is no longer necessary:
fetchurl will try to download from that location automatically. So
we can keep the original URLs.
