buildPythonPackage: install builds reproducibly
Without --build a temporary directory is created to unpack the wheel in.
We now set a directory instead.

buildPythonPackage: add configurePhase, fixes #20926
I had removed the configurePhase in
https://github.com/NixOS/nixpkgs/pull/20894 because it was empty. This
seemed to break packages that use cmake.
