Updates hex2nix to a new version that includes pinned dependencies.
This allows building hex2nix even if newer versions of dependencies
than what is packaged in `hex-packages.nix` are available in the
package snapshot.
The version of ibrowse used has been downgraded due to an issue in the
library. Custom builds of the ibrowse and jsx dependencies have been
removed from the derivation.
Updates rebar3 to version 3.6.1, which amongst other things introduces
support for rebar3 on Erlang/OTP 21.
Changes made:
* rebar3 and dependencies updated to new versions
* rebar3 hermeticity patch updated to apply against new version
* hex package registry snapshot updated
See #22653 or #38469. 'manveru' reported this on IRC again, but unfortunately a
real fix requires a bit more work. In the mean time, this plugs the leak with a
bit of duct tape.
'timescale' is an often desired extension and, in the mean time, this
workaround means you also do not have to install something like postgis (with a
large dependency set) into your closure to get things to work.
Ideally in the mean time, *all* postgresql extensions should have $out/bin
created for them... Doing this will require more ongoing work, or a proper
fix to the buildEnv nonsense going on.

Replace fetchgit with fetchFromGitHub now that it supports fetching
submodules. Remove unnecessary postPatch to add <math.h> as termite
already includes <cmath>. Add a patch to include <errno.h> on all
platforms and remove the --as-needed flag from ld on macOS.
- The gmp issue has long been fixed and closed
- The preBuild thing was never used afaik, it works no problem without
it, especially since checks don't run (To get checks to work we'd have
to compile the libraries into idris, which are currently nicely
separated)
- The dependencies overrides aren't needed anymore
The Z3 source code is effectively compiled into two completely separate
objects: the z3 binary file, and the libz3.so library -- but the binary is not
linked against the shared library, it simply incorporates all of the object
files. The Z3 code base results in an ~25MB object on x86_64-linux. As a
result, splitting bin/ and lib/ results in a 50% reduction in closure size.
(The include/ directory is also surprisingly large at .5MB...)
This also splits the python API into a completely separate .python attribute,
as well.

tor-browser-bundle-bin is already marked as licenses.free, so it doesn't
really make sense that this one is marked as unfree.
These prebuilt binaries need to be used with glibc,
it doesn't matter what we're using otherwise.
This may seem a bit strange but has the huge advantage
of not needing to create/host/download musl-specific variants,
and instead continue to use the official ones from upstream.
Fixes mass build failures in these package sets,
due to "unknown pacakge: integer-simple".
