This is one of the requirements of KMyMoney and packaging is quite
straightforward with no unexpected traps.

It was improperly classified a build-time dep to get around the
incorrect propagation logic that was in place before this PR.
Additionally fix some `kdoctools` usage were it is incorrectly used a
run-time dep.
This continues #23374, which always kept around both attributes, by
always including both propagated files: `propgated-native-build-inputs`
and `propagated-build-inputs`. `nativePkgs` and `crossPkgs` are still
defined as before, however, so this change should only barely
observable.
This is an incremental step to fully keeping the dependencies separate
in all cases.
In particular, this moves share/kf5 to the "out" output. This prevents
kdelibs4support from pulling kdoctools.dev into its closure (via
share/kf5/kdoctools/customization/dtd/kdex.dtd, which references
${kdoctools}/share/kf5).
This reduces the closure size of kdelibs4support by 156 MiB.
* pkgs: refactor needless quoting of homepage meta attribute
A lot of packages are needlessly quoting the homepage meta attribute
(about 1400, 22%), this commit refactors all of those instances.

Qt 5.8 is immediately removed because its support window is ended.
The qtlocation module is built with `enableParallelBuilding = false` so that the
clipper library will be built before the components which link to it.
kjs now depends directly on pcre. The dependency was previously propagated from
qtbase, which now depends on pcre2.
The setup hooks for many kdeFrameworks and plasma5 packages were erroneously
running before $outputDev was set. This lead to .dev outputs being propagated
into the user environment.
