Since commit f7e28bf5d8 ("Split
buildPythonPackage into setup hooks"), the `ia` command provided by this
package has crashed with the error:

ModuleNotFoundError: No module named 'pkg_resources'
This commit fixes that by adding `setuptools` (which contains the
'pkg_resources' module) to `propagatedBuildInputs`.
The `buildPython*` function computes name from `pname` and `version`.
This change removes `name` attribute from all expressions in
`pkgs/development/python-modules`.
While at it, some other minor changes were made as well, such as
replacing `fetchurl` calls with `fetchPypi`.
