continuation of #109595
pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.
* freetype: Remove unnecessary `--disable-static`.
The true-by-default `dontDisableStatic` already takes care of it.
Fixes freetype not being overridable to have static libs.

This is the latest release and is more recent than
the GIT revision pointed to previously.
I have also taken the liberty of removing some irrelevant
information from the package description.
Sawfish is a versatile, Lisp-based window manager
In that commit I include all Sawfish stack:
- librep, a lisp system;
- rep-gtk, bindings for gtk
- sawfish, the window manager
