darwin packages: Get ready for cross

If things build fine with `stdenvNoCC`, let them use that. If tools
might be prefixed, prepare for that, either by directly splicing or just
using the env vars provided by the wrapper setup-hooks.

Add a big bundle of packages from apple source releases. Many of them only provide headers or stubs, but are what's needed for the upcoming pure-darwin stdenv, and don't do any harm for now.
