previous mkDefault did not work as expected,
as it did not overwrite the original submodule's defaults when the user
did not specify any custom options at all.

Noted that either webServerUser or nginx option is mandatory.
Also introduce an assertion if both are not set,
and a warning if both are set.

The piwki setup documentation as it stands has two issues:
- the `ALTER USER root` line does not work with MariaDB or MySQL 5.5
- the auth plugin details vary between MariaDB and MySQL
Added extra config options to allow reading passwords from file rather
than the world-readable nix store.
The full config.json file is created at service startup.

This reverts commit 6b3f5b5a42 because it
introduced a non-backwards compatible change in the phpfpm interface,
without really needing to. The new interface, if needed, can be re-added
alongside the old interface.
Commit 98e419c0e2 ("tt-rss service: init at 16.3")
depends on the new interface, so this commit updates the tt-rss service
to work with the old services.phpfpm.poolConfigs interface.
