continuation of #109595
pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.
This patch changes maintainership for this package from lschuermann to
matthiasbeyer.
Leon has informed me in a private conversation that he has too little
time to take care of the packages, so I will (maybe only temporarly,
maybe not) take maintainership for it.

libvmi uses dlopen() to only require libxenctrl if the Xen hypervisor is used,
which failed because libxenctrl could not be found.
Add xen libraries to libvmi's RUNPATH using patchelf.
