Revert "awscli: Get rid of runtime -dev dependencies"
...
This reverts commit c8bc18bcc2
.
Moving to staging - it's quite a large rebuild (7-8k per platform),
which probably wasn't noticed; the change doesn't seem urgent.

I update all three of these at a time because they rely on each other
and get annoyed when such changes are non-atomic. Also added a note to
the packages telling people that this is needed. I tested awscli and the
libraries against a real account.

I upgrade these all at once because they depend on one another and
often dislike being upgraded individually. So let's make a single

pythonPackages: remove name
attribute`
...
The `buildPython*` function computes name from `pname` and `version`.
This change removes `name` attribute from all expressions in
`pkgs/development/python-modules`.
While at it, some other minor changes were made as well, such as
replacing `fetchurl` calls with `fetchPypi`.

Yeah yeah, I want parallel glob expansion but you get what I mean.
These two packages like getting upgraded together so to minimize
incompatibilities I'm upgrading them both in the same commit.
