the nativeBuildInputs of the derivation that uses buildDotnetPackage overshadowed the nativeBuildInputs of buildDotnetPackage
so pkg-config wasn't getting added to the path
dotnet-packages: remove unused arg
continuation of #109595
pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.
Go beyond the obvious setup hooks now, with a bit of sed, with a skipped case:
- cc-wrapper's `dontlink`, because it already is handled.
Also, in nix files escaping was manually added.

- fetchNuGet can fetch binaries from nuget servers
- buildDotnetPackage can build .NET packages using mono/xbuild
- Places nuget & paket as they would clash with nix
- Patch project files because F# targets are expected to be found in
the mono directory (and we know that's not going to happen on nix)
- Find DLLs that were copied from buildInputs and replace by symlink
for sharing
- Export produced DLL via the pkg-config mechanism
- Create wrappers for produced EXEs
- Repackaged this new infrastructure: keepass, monodevelop
- Newly packaged: ExtCore, UnionArgParser, FSharp.Data, Paket, and a
bunch more..
