There was some issues with the fallback to passive mode on 2.3, but on
2.4 adaptive mode is always enabled upstream and thermald will fallback
to passive if necessary.

Whenever I try to scan from another computer it has to establish >2
connections in order to succeed. With the connections being limited to 1
I can not scan any document.
This is also what other distributions ([Debian], [ArchLinux], …) have
done in one way or another.

since StartLimitIntervalSec got moved into [Unit] from [Service].
StartLimitBurst has also been moved accordingly, so let's fix that one
too.

I have also removed some unnecessary duplication in units disabling
rate limiting since setting either interval or burst to zero disables it

We no longer escape the flags because the power limit flags want two arguments
If we escaped them, we'd only get one argument with an escaped space in it.
Undervolt's flags don't have anything in them that would need to be escaped, so
that shouldn't break anything
We need to keep the passthru.filesInstalledToEtc and passthru.defaultBlacklistedPlugins in sync with the package contents so let's add a test to enforce that.
udev gained native support to handle FIDO security tokens, so we don't
need a module which only added the now obsolete udev rules.

The default `undervolt` package does not accept floating point numbers for any of its numeric
arguments. This also mentions in what units are the values expressed.
https://github.com/NixOS/nixpkgs/pull/88492 flipped some references to
systemctl from config.systemd.package to /run/current-system/systemd/,
which udevRules obviously isn't able resolve.
If we encounter such references, replace them with
config.systemd.package before doing the check.
invalid test was introduced in 297d1598ef
and it is disabled in the shipped daemon.conf.
I forgot to reflect that in the module, which caused the daemon to print the following on start-up:
FuEngine invalid has incorrect built version invalid
and the command to warn:
WARNING: The daemon has loaded 3rd party code and is no longer supported by the upstream developers!
To reduce the change of this happening in the future, I moved the list of default disabled plug-ins to the package expression.
I also set the value of the NixOS module option in the config section of the module instead of the default value used previously,
which will allow users to not care about these plug-ins.

Other than adding some level of sandboxing it also fixes the "Daemon
couldn't be bound to the file-based socket." warning reported on
irqbalance startup due to the fact that the "/run/irqbalance" directory
didn't exist. The "RuntimeDirectory" property makes sure it gets
created. The aforementioned warning didn't cause any problems I could
spot though.
I have verified that both `irqbalance` as well as `irqbalance-ui` work
fine with this new systemd service config.
