continuation of #109595
pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.

Since the last time I ran this script, the Repology API changed, so I had to
adapt the script used in the previous PR. The new API should be more robust, so
overall this is a positive (no more grepping the error messages for our relevant
data but just a nice json structure).
Here's the new script I used:

- found 1.3.15 with grep in /nix/store/i73ksxx7rd6dfwiasx7xacm4pvskprpv-hivex-1.3.15
- found 1.3.15 in filename of file in /nix/store/i73ksxx7rd6dfwiasx7xacm4pvskprpv-hivex-1.3.15
