...
Add the latest version of cmdliner. This release broke many packages and
have more constraining dependencies so the previous version cannot be
removed from nixpkgs for now.
The previous version is still available as ocamlPackages.cmdliner_1_0
and ocamlPackages.cmdliner points to it for now.

To keep this for the future we also strictDeps where possible, including for janePackages, topkg, oasis and ocamlbuild.
This makes some closures significantly smaller and makes cross compilation easier

meta = with stdenv.lib;
is a widely used pattern. We want to slowly remove
the `stdenv.lib` indirection and encourage people
to use `lib` directly. Thus let’s start with the meta
field.
This used a rewriting script to mostly automatically
replace all occurances of this pattern, and add the
`lib` argument to the package header if it doesn’t
exist yet.
