It depends on pyenchant, which is disabled on python2. This results
in:

Remove it, à la
eb0d5fc3f0
and now it builds again.
Previously it was missing a runtime dependency on setuptools:

With this change, the same command now correctly prints pylint's help text.
This only applies to Python 2.
