* Fix packr to be go module compatible.
I updated to version 2.8.0 which is the latest on master.
Then due to the 2 different sets of go modules which are used, I split
the build into two different derivations, then merged them togethor
using symlinkJoin to have the same output structure as the existing derivation.
* Remove consul dependency on go1.12
I updated the consul version to 1.7.2 and flipped it to building using
modules.
* Remove go1.12 from perkeep.
Update the version to the latest unstable on master.
* Update scaleway-cli to not be pinned to go1.12
Switched the version to 1.20
* Update prometheus-varnish-exporter to not depend on go1.12
* Update lnd to build with go1.12

Had to update the version to 4.1.0 and do a bit of munging to get this
to work

These are no longer needed.

Removes the old UI build tooling; it is no longer necessary
because as of 1.2.0 it's bundled into the server binary.
It doesn't even need to have JS built, because it's bundled into
the release commit's source tree (see #48714).
The UI is enabled by default, so the NixOS service is
updated to directly use `ui = webUi;` now.

This requires some small changes in the stdenv, then working around the
weird choice LLVM made to hardcode @rpath in its install name, and then
lets us remove a ton of annoying workaround hacks in many of our Go
packages. With any luck this will mean less hackery going forward.
* pkgs: refactor needless quoting of homepage meta attribute
A lot of packages are needlessly quoting the homepage meta attribute
(about 1400, 22%), this commit refactors all of those instances.
