chrpath: new package

chrpath is a command line tool to adjust the RPATH or RUNPATH of ELF
binaries.

(Yes, it is similar to our patchelf tool.)

gpsd and Yocto/OpenEmbedded depend on chrpath (although we have
currently patched that dependency out of gpsd).
