pythonPackages.numpy: 1.11 -> 1.10

Browse Source 
Reverting default numpy to 1.11, since 1.10 breaks pandas and required
patches couldn't be cherry-picked.

1.11 is still available as `pythonPackages.numpy_1_11`.
