dtools: rdmd -> dtools

- Remove single rdmd derivation and introduce new dtools derivation with more tools from the repository.
- Update rdmd/dtools 2.067.0 -> 2.075.1
- Adding checkPhase
- Fixing dependencies
- Update derivation description
