haskellPackages.happy_1_19_12: Disable tests

This disable the tests for the same reason as `haskellPackages.happy`
(see the link in the associated comment).

`happy_1_19_12` is used specifically by GHCJS on `aarch64-darwin`,
which is why this additional `dontCheck` is required.
